Calls and calls, no messages. No answer if you call back. Hoping they get head on by a tornado.

Just got a voice message from this number today (June 9, 2017), it says they are from IRS and have an arrest warrant for me. They also mentioned a number to call back (which I don't remember) before they proceed with any legal action. I am in Calgary, Canada. I am not sure how they get my number and why they put such voice message. I am assuming it must be a SCAM
