Claimed he was officer Jim Black of the IRS and gave all kinds of threats. I am sure he escaped from some mental institution.

Same here, Jim Black of the IRS was a recorded message that gave all kinds of threats about me having a warrant for my arrest and  BLAH BLAH BLAH!!!!! FYI the IRS does not make phone calls, I personally spoke with a representative who stated they will always send a letter to correspond with the person they need....

Said was from IRS and wanted the name of my attorney who was defending me against the case that IRS had filed against me. Made all kinds of threats
