It seems to be the outbound number of Université de Montréal originated calls.
It's certainly non-spam.
Commercial or not, it's difficult to class educational system while in North America :)
It was the Coop Droit calling (University of Montreal law bookstore), but I am guessing that's what we see for outgoing calls from many entities within the University.
