Called back "The Cellular Number is not Assigned" based out of Quebec, Canada. You will see this is a number that blocks the originator of the call, usually when someone on a cel phone calls, the phone provider displays this generic number as the call display. It only means when you see this number it is anyone from Quebec calling you from a cel and the phone provider is not showing their true number. This only applies to calls going outside of Quebec. You will not know who is calling unless you answer it as it could be anyone.
