This number is a foreign scammer.  Comes across interested in buying what you are selling.  Ask for your location first and the says he offshore and wants your Paypal account.   What trash these people are.  I don't understand why our govt doesn't require our comms companies to verify identities before giving bank accounts, phone numbers and email accounts. These [***] need to be tracked down and punished.
