No. No one cold calls you and tells you that you qualify for a "loan" unless they are crooks looking to steal money from you. They will tell you that you need to prove that you can make the first payment and then you will get the money back (you won't) or that you need to pay bank transfer fees *there are none) or taxes (loans are not income therefore not taxable) or whatever else they can make up.
