Reporting them is pointless. The number and IDs are fake and can be coming from anywhere in the world. All you can do is get a phone with a block feature. That will stop the ones that keep calling back.
Because of the do not call law there are no legitimate telemarketers. There are exceptions for charities but the telemarketers keep most if not all of it. I read about one outfit that collected over 9 million and only gave a couple hundred thousand to the charity.
