Called on my cell and hung up immediately, however, it caused my phone (which was on silent) to vibrate as if the call was still coming in. I had to restart my phone, upon which time, I immediately blocked that number

I got this call from "New York". The phone hadn't even rung a full ring when they hung up and left no message.

They didn't "get" your number, they're calling numbers at random. Block and igore if you can.
