He isn't targeting you because of your name or nationality. This person(s) send mass email scams. They have a program that can randomly select 1000's and 1000's of emails. No one sits there and types out endless email addresses.
Some general advice to you; Don't EVER respond or open emails that are from your spam box. A lot of times that all it takes to infect your computer. NEVER EVER open attachments or downloads from people you do not know, whether they're in your inbox or spam box. Legitimate companies do NOT do that. They provide links to their websites, however, those, too, can lead you to a site that will infect your computer. The safest thing you can do for yourself and your financial and personal information is to NEVER, EVER, UNDER ANY CIRCUMSTANCES, OPEN EMAILS OR CLICK ON LINKS FROM PEOPLE YOU DO NOT KNOW. Trust me, no one anywhere in the world is actually trying to give complete strangers or long lost relatives any money. If there is an emergency, no one, whether you know them or not, whether it's a company or a person, is going to contact you by email.
Lastly, NEVER, EVER take these things personally, as you've done in this case. "... wanted to scam me because of my Chinese last name." Again, no one sits down and just types random names and addresses hoping for a hit. They've either bought the email information, (which would include a package containing1,000's and 1,000's of addresses) or they have a program or algorithm that'll generate random addresses. Good luck, and remember, when in doubt, THROW IT OUT! Delete it!

I made this about email forgetting where I am. I got here from a scam email that included the phone number that called to scam you.
Again, I don't think you were targeted because of your name. Everything that I wrote about what email scammers do, is pretty much the same as how phone scammers operate. This person that got in touch with both of us definitely works on a large scale, however, there ARE those who DO work on a much smaller scale, where they'll open a phone book or type in random numbers into Google and hope they get a hit. The same thing about opening emails from your spam box goes for answering calls from numbers you don't know. If you keep getting repeat calls from area codes and phone numbers you don't know, don't answer them. If it's an emergency, they'll leave a message. If you answer a call from a strange number, you'll know immediately if it's someone you know or not. If not, don't worry a single bit about being rude or hurting someones feelings, just HANG UP. It's that simple.
