Seems to be spam. I do own a business, and in the past I have chatted with a few random callers who want to arrange loans, but as soon as I start describing what sort of loan my business needs, they realize they have nothing for me, and they say goodbye. If that were the end of it, I'd considering it legit, but since that time I have been called tens of times each month from random area codes, so I can only conclude it's not legit - it's probably just auto-dialed, caller-id-spoofed spam to get scammers in touch with potential victims.
