This is a Non-Fixed-VoIP: “disposable” internet-created phone number that can be associated with any address.
The caller can register the number in a different country than the one they physically reside in. Ignore and block.
scam caller to my cell phone from some employment outfit. Sounds like a robocaller but I hang up after a few words so I ain't really sure. The voice and sales pitch sounds very familiar from other calls from other local numbers (spoofed?).
