These idiots waist time and money by calling me from nearly everyone of their 100's of locations across the country.  They are a last resort collection agency. They purchase  old, unpaid debt, in hopes to offer you a huge discount to satisy, what they tell you WAS your unpaid, obligation to pay a former loan, credit card or any debt you had at one time avreed tk pay back to the original company that you never paid or stopped making payments on.  What they DON'T tell you, is that they are all mostly young kids hired to try and convince you to pay up this debt at 40-70% off what you originally owed but never paid or never paid in full.  UNFORTUNATELY for these kids calling you, they have failed to tell you that the debt is past the time limit by law for them or any collection angency to have any recourse to try and collect a debt that is 10 years or older.  These kids calling you, hope that some or most people will think they better pay them the discounted offer of this debt,  so you do not get taken to court and forced to.make payments or have your checks garnished.  These kids will continue to try to talk to you so that they can scare you into paying them.  They will do anything to try and track you down and never give up. Sometimes acting angry or calling you degrading names. This is how they make their money.  YOU ARE UNDER NO LEGAL OBLIGATION TO PAY A DEBT THAT IS OVER 10 YEARSCOLD.  NO MATTER WHAT THEY SAY OR ARGUE WITH YOU, TO TRY TO GET YOU TO PAY UP. YOU CAN ALSO HAVE RHIS DEBT REMOVED FROM ALL REPORTING AGENCIES, BY  SIMPLY CALLING A COMPANY THAT SPECIALIZE AT HELPING YOU CLEAN UP THESE OLD DEBTS FROM YOUR CREDIT REPORT.  This will usually sop these annoying kids from calling you from phone numbers that are usually always a different number than the last time they called you.  They will even block their phone numbes to try and get you to pick up your phone.  If you ever do talk to them ask how many years old the debt is and if over 10 years, tell them that by law, you are no longer obligated to pay them anything.  I have even offered to pay them $1.00 for a 12 year old credit card debt of $2,700 that i owed to a bank that was no longer even in business. Dont fall for these people's lies since they will try anything to get you to pay them something or they make no money and are forced to give up. Making threats or calling you and harassing you at work or calling every day is ILLEGAL. IF YOU TELL THEM.THAT IF THEY COONTINUE CALLING THAT YOU WILL FILE FOR CHARGES FOR THIS.  THEY USUALLY GIVE UP.  THE MONEY THEY CLAIMED I OWED TO THE BANK THAT WAS SHUT DOWN, THEY COULD.NOT EVEN PROVE OR VERIFY ANYTHING ABOUT THEIR CLAIM THAT I OWED THIS MONEY.  I THENTOLD THIS JERK THAT HE.OWED ME $3,000 for them harrasing me for money they were not certain i even owed to a bank that was no longer in business.
AND SO, I TELL YOU THIS MR BILL COLLECTER,  STOP CALLING OR YOU WILL RECEIVE A CALL FROM MY LAWYER WHO WILL NOT ONLY GET MONEY FOR YOU HARRASING ME, YOU WILL PAY COURT COST AS WELL.AS HIS SERVICE FEE THAT.MAY.BE DOUBLE WHAT YOUR CLAIMING I OWE.  HAVE A HORRIBLE NIGHT MR BILL.  THEN YOU KINDLY ASK HIM IF HE CAN PLEASE JUST HOLD ON FOR A MOMENT, MAYBE YOU CAN DO SOMETHING TO HELP HIM OUT WITH THIS OLD DEBT.  THEN SET YOUR PHONE DOWN. AND LET HIM WAIT AS LONG AS YOU CAN KEEP HIM ON THE LINE. HE WONT CALL AGAIN.

Portfolio has only one location.  They have purchased several hundred phone numbers.  The SOL in Kentucky is 15 years for debt prior to 2014.  Had they taken the dollar, the SOL time clock would have been reset and they could have then taken you to court.  I find it a lot easier to simply make them follow the letter of the law.

Thanks for the info.  I kinda suspected they may be spoofing their phone number.  I only spoke to them once before my chapter 13 and they were trying to get me to pay them about 45% of the debt on a bank credit card that is no longer in business. The offer they made me was actually reasonable but at the time i was on disability for a workers comp case. I told the rep that i can afford about a dollar but he actually wasn't amused and when i wouldn't give him my current address, he ended up hanging up on me after telling him i was under no legal obligation to pay anything on a 10+ year old debt from a bank that went out of business. I had no idea how they even found a number to reach me since i was using a cheap throw away phone that required no information to have them turned on. I heard most of the people they employ are from a college and that the students are relentless to collect since most of their pay was based on what they were able to collect.and that they are one agency that don't give up finding you.  So yes, they probably would have gotten me in court(never heard of a collection agency able to roll back on a 10+ year old debt and this bank had only one location in the country, AZ.)however, because of my injury it forced me to do a chapter 13 and i put every credit account i ever had at the time i filed and for whatever reason, they did not end up on the list of accounts that received a percentage of the debt i paid over 3 years, at which time every account i had listed was dismissed as paid through chapter 13 reorginization.  I was glad i chose 13 in opposed to a 7 since they could not touch my house.  I also got to keep all my furniture and vehicle based off there value. I didn't like having to file a bankruptcy but had no choice other than selling my home.  The chapter 13 helped me to reestablish my credit much faster than i ever imagined. In fact, i sold my home before the housing market crashed for double what i paid for it and now i own two houses that i bought on the Phoenix court house steps.  Now, one that i rent is paying nearly both mortgages.  I still have no idea why Portfolio is calling me.  I pay for my credit report to be reviewed and receive a report if anything is wrong or they will remove anything that shouldn't be on my report. The only reason that i could think of his quiteva few unpaid parking tickets that i never paid since living.in Arizona for 30 years. The tickets are unfounded and i don't have time to go to court, waist a day of work, when they had no right giving.me a ticket when my vehicle is registered for parking in the area i always park for business meetings.  Can you tell me if Portfolio is able to take me to court on parking tickets since they are only located iIn KY.?  I would not be found responsible but dont have time to mess around talking to them.  I never received any mail from them and they call about every 3 months.  Once i did answer and they were not looking for me but had a wrong number.. They are on auto block from any.number they call from.  My phone doesn't even ring, the call is discounected and blocked.
