called, waited for message to come on, coughed, and hung up.  Assume a telemarketer or nuisance call.

I never answer calls I don't recognize.  This was one of them.  Probably telemarketer or bill collector.  Go fish.

Idiots just called and left a partial phone number on the vm.  Recorded message probably started when the the answering machine was playing.  Must not be important if they can't bother to configure their software correctly.
