No message left but CID showed FINAL NOTICE

Caller ID shows V624185948038 for the number 520-355-5161 but they don't leave a message.  I will assume it's a telemarketer or scammer.

Caller ID shows FINAL NOTICE for the number 520-355-5161 but they did not leavea a message. I never answer calls from numbers that I do NOT recognize. If they won't leave a message, I automatically program our call blocker with the number to stop all future calls from that number.
