The people behind the "Rachel" calls are criminals and probably based outside the US. By calling back, I'm afraid all you accomplished was to confirm you are a live number, which probably means more calls. The different numbers are all spoofed and could be coming form anywhere.
They called me with an offer for lower rates on my credit card account. When I told them I did not have any credit cards the man hung up on me. I keep getting these calls from local (520 area code) numbers. Same company but different numbers. I called this one back and it went to a voice mail and I left a message to take me off their damn calling lists or I was going to report them to the police.
