They are automatically filling out all of the details for a loan application of the person who used to have this phone number - name, address, email, phone - the works - and offer a one-button "Submit" option.
The underlying logic behind this scam points to an affiliate program managed by MaxBounty - mb01.com - a firm sued by [and that ultimately settled with] Facebook over deceptive advertising.
Based on the underlying code, the person who would get paid for these dodgy loan applications/identity thefts is MaxBounty's affiliate 172875.
