I think that this is a group of "people" (with the mental capacity of newborns) who call businesses because only businesses will answer unidentified phone calls. In other words, it sounds like some teens or older losers with nothing better to do than get off on prank calls with harassing whomever picks up. I frankly wouldn't be surprised if it's a bunch of international college students ... from my experience, it fits their MO. They feel the US is a theme park since they aren't being held accountable for their actions by their mommies and daddies who are half-a-world away. Happens all the time! In the US we leave the nest at age 18 and presume responsibility for our own actions. In most cultures that age is typically around 30.
I didn't get a voicemail, so they clearly didn't want to leave any further trace of their identity. ...And yeah, it probably is a Skype number. If so, it should be reported to Skype. I wonder if Skype takes any action at all. I doubt legal action will ever be pursued. How much money could possibly be recovered from people using Skype and have no job (hence the time and primitive fixation of harassing people from the shadows. -- they likely read these online reports, so why not tell it like it is? Immaturity thrives at any age, race, and nationality.
This idiot won't stop calling the coffee shop where I work. Also uses the numbers 213 286 4100/99, so don't pick up those, either. Clearly mentally deficient, bored, and not terrible funny. I emailed the Cali phone company that says it owns the 2 213 numbers, and also skype (twice), and no response from either. Surely they are the ones who ought to do something about this? I guess when he graduates from the piss poor school he is attending, he will have to get a job and so not have time to bother those of us who work for a living.
