Don't recognize this number. Called and did not leave a message. 309 is not a combo I have seen for homes or businesses in that area, but I haven't lived in that area for 7 years.

came up on my caller id. Blocked my number and called back and it went right a "If you want to take your number off our list." so I hit 1 and hung up.

The Consumers Union (they publish Consumer Reports) is working hard to get the telephone companies to offer FREE robocall blockers. The FTC has ruled that the telephone companies may block these robocalls. Most of the robocalls are coming from outright criminals.
