There is a widespread IRS or "tax scam" being practiced by scammers on both Canadian and USA residents.

Short answer:
The IRS never initiates a contact via phone.
They always send a snailmail first.

Received 2 hang up calls from this number. On the 3rd time they left a voice mail - a computer generated voice claimed to be "Julie Smith from the Internal Revenue Service" and warned me to call back right away before further legal action was taken.
I think not.
