States he is collecting a debt, that he will not stop calling until I pay him. He will call my job , my home, and even show up to collect. He calls non stop to my job. at least 75 times a day. he goes by the name of jeff hill

Short answer:
The IRS never initiates a contact via phone.
They always send a snailmail first.

First is the recorded message "from Julie Smith" IRS investigation office. When call back, the person who answered with the foreigner accent. He asked that if I am aware of 3 lawsuits from IRS, and do I have a lawyer? When I said no, and I don't know any lawsuit was going on, he hung up the phone. This number is in Woodlawn, California.
