Has called me 14 times since 10/19/16, never leaves message, sometimes calls more than once a day. Annoying!

Odds are slim for a response if they leave a message and they're rarely prepared to deal with anything other than a live voice. The fact they're still getting an answering device will keep them trying for one. If they're unable to even get an answering device, you have a chance to make them lose interest in your number.
