Called my home in Auburn at 1:20pm, rang three times with no message left.

Caller ID was "local ranking", so likely a spam or robocaller.

I answered and its a recorded message about electrical bill and some new law.

Same thing here.  PG&E and some renewable energy program.

Got the call from this number. Did not answer.
