Because 1: the list is simply a list and not a call blocker so the calls still "come through". 2: scammers don't care about the DNC list.

You've posted the same thing under several numbers so I have to ask: is it YOUR number you're referring to as unlisted or the number calling you? Because if it's yours, having an unlisted number doesn't mean you won't get unwanted calls, just that people trying to look up your phone number with standard listings won't find it.
