Called Cell. Have Promptly Blocked. According to my next door neighbor a police officer it is almost 100 percent junk call/scammer.

Just called my cell. Immediately declined. No voicemail left. Now put in my spam folder.

Yet another of the "card services" scammers, promising to lower your credit card interest rate.  If you're gullible enough, the only thing these scammers will do is max out your credit card in a heart-beat.
