I retried calling the number today and this time it DOES say "not in service."
On another site someone said this is what the caller said:
POLICE WILL COME TO MY HOUSE WITHIN 2 HRS TO ARREST ME IF I DONT TURN MYSELF IN.
Called my cell. Said they have been following my credit card history for 6 months (how creepy is that?!) and I now qualify for zero interest balance on ALL my credit cards.To opt out from future calls press 3 otherwise press 1 to sign up. I did nothing and waited for them to disconnect me, which they did in less than a minute. I called the number back (to see if was one of those, "this number is not in service" but it just rang and rang and rang. I believe it is a scam phishing for my information.
Blocked it from my phone.

Its a scam. The caller is trying to trick you into paying a bill you don't owe.
Don't give them any money. Don't tell them your bank or credit card account numbers.
