Who called from 5405483114

Call from this number yesterday August 28 at 11:28 AM, on my cell phone. I didn't recognize the number so I didn't pick up. And while I'm on the subject of not recognizing numbers, what can I do to report a Caller ID that simply says "Out of Area" with no number? Or someone spoofing my own number on Caller ID? How I wish these people would put their ingenuity to better use.
