no, they don't give a crap about the FCC or the DNCL. in fact, those charges will probably never be pursued in the face of who knows how many counts of grand theft, fraud, and whatever the IRS and Postal Service coppers can add on.
so really, it's time you stop being surprised and move on. the best thing to do, is just not answer. if seeing that call really bugs you, look into call blocking (physical residential hardlines, software for cells. for businesses, talk with your it support.)
559-201-1622 belongs to scammers who are trying to sell "how to get rich quick" to you. You have to be really stupid to fall for that,but I suppose since they've been doing it for months and call from 100s of numbers every week it works. If you can, report them to police

This scammer calls numbers on the nationl do not call registry in violation of the Telephone Consumer Protection Act. They further violate the TCPA by failing to have an operator on the line when the call is answered still further by playing a recorded message without an operator on the line to stop or pause the recording and answer questions. Since they fail to have an operator on the line at any time, they do not provide a phone number or physical address when asked, further violating the TCPA. Their recording goes on talking about how rich you will get without mentioning any product or service that is being sold - an indication that this is a MLM or pyramid scam. They do eventually (after 10 minutes) mention that they offer business training materials for thousands of dollars, but that the goal is to sign people up to sell these products through the MLM, reinforcing that this is not a legitimate business, but a sales facade over a pyramid scam. Do not provide this scammer with any personal information or financial information.

Somewhere, somehow, my number got sold to these scammers. I'd sure like to see the [***]-breather who did that go to jail. The really frustrating thing about this pyramidal scheme crap is that there is no one you can yell at, and no option to push a button to get someone to yell at.......grrrr....
