It's a spoofed number. The call is coming from somewhere else and a guy with a heavy Filipino accent tries to make me think I won a free vacation from VIP travel services. I just acted indifferent. He asked about my marital status and whether or not I had a SO. I just mumbled and answer and he hung up on me. Upon returning the call it turns out the number doesn't even actually exist.
I just got a call from this number and I did not answer it. A voicemail was left that just sounded like a bunch of people in the background and there was no coherent message. I am not calling this number back as there are a lot of scammers who will charge your phone for calling back. My caller ID said it was from Porterville, CA.
