Obviously a scam from some moron who speaks english as a second language. Accent is foreign sounds asian/indian/pakastani. The message left is as follows:

"Intending your serious attention. Ignoring this message will be an intentional second attempt to white initial appearance before the magistrate judge for the grand jury for a federal criminal offense. The number to reach the department is 559-554-2973. The number is 559-554-2973. I had want you to cooperate with us and help us to help you. Thank you."
