They call our house everyday. They sell solar and I set up a meeting to get a bid. They did not show up. I told them if they continue to call I would drive to Tulare and deal with them in person.

Not the only way to do it. As long as they're getting an automatic or manual answer from the numbers they call, they're still getting something. But if they're not even getting that, it's wasted time for nothing at all. You or anyone else calls them back to "tie up their lines", you're confirming your number is working. If they've got nobody taking their calls at all, they'll learn that way. Can't play if there's nobody to play with.
