You'd have a hard time doing that.  Callers are hard core Indian and Pakistani scammer/extortionists.  They are pretty much beyond the reach of US law.  Invest in a call bocker and DO NOT pick up on call numbers you do not recognize.  IRS scam.  Been around for several years.
