I believe it's some sort of Social Security Disability Insurance scam.  I've been receiving calls from the same area code and prefix for several months, ranging from 561-510-8479, all the way up to 561-510-8511.  Seems to be a weekly problem.  At this point, I just ignore and block the "561-510" part.
