There is a widespread IRS or "tax scam" being practiced by scammers on both Canadian and USA residents.

Short answer:
The IRS never initiates a contact via phone.
They always send a snailmail first.

The recording I received was a woman's voice with a threatening message from "the IRS" to call another phone number. It was interesting but I hung up anyway. Another type of phone scam I presume that I hadn't heard before.
