I got a call at 5:14 pm on October 29, 2015. The caller did not leave a message even though my answering machine was on. My caller ID said, "Out of area," even though I live in the 561 area code. Don't all legitimate businesses use their real name for their ID? I have been on the Do Not Call list for over ten years.
Hung up before the answering machine came on so they left no message. Probably spam or robo call. ID said "Out of Area even though my area code is 561.

The DNC list works/worked for legitimate businesses upholding the DNC state and federal laws. They continually buy updated listed. Spammers/scammers buy those same lists on the black market because they know those lists contain confirmed working numbers. It doesn't matter if you are on all the DNC lists everywhere. Spammers/scammers don't follow any laws/rules, but you should. If you do not recognize the phone number and/or it does not include a personal or business name you recognize, DO NOT ANSWER the phone. If it's a legitimate caller, they will leave a proper message for you to return their call. Every time you answer a number you don't recognize or suspect it may be a scammer/spammer, you confirm your number is a working number and the automatic dialer puts it back in line to dial your number again and again and again. The more bogus calls you answer, the more bogus calls you will receive. I haven't eliminated the spam/scam calls. But there are fewer of them because I Do Not Answer the phone unless I recognize the number as legitimate. Spamers/Scammers are using fewer out of state or "800" spoofing numbers, because they know we've gotten wise to those weird numbers. More likely, they try to fool you into picking up the phone buy inserting your local area code or one near you. Don't fall for it. DNA (Do Not Answer).
