This number keeps calling but stays silent and you can hear them breathing, but then the person hangs up the phone.

I answer the phone then the person hangs up, I call back they need ask for my last four numbers of my social security number which I refuse then they disconnect the phone call.

This number called. It has called before.I never answered. These people are not normal.
