Called my cell phone twice in a half hour. First time left the "you owe money, we're coming to get you" message. Next time it was just a lot of noise in the background, then they hung up. It's the usual IRS scam. I've blocked them now.

I received a call from this number. I did not know it and caller ID did not identify. I never answer calls unless I know the person calling. They gave me a voice mail that I deleted without listening to it. Better safe than sorry.

Tonight, my spouse's phone was locked by the security vendor because it said the phone had been rooted.  Of course I had forgotten the damn PIN.  When I finally got it unlocked, it does not appear to have been rooted, but I'm finding several calls and deleted voice messages from this number 570-212-0028.  The last one coincided with the security alert.  So what it looks to me is that someone using this number is trying to hack people's phones. I've scanned spouse's phone for known spyware and malware and find none.  I'm not paying money to a reverse lookup shyster to be told that the number is private, as I'm sure it is.  No way to block this crap.  People, do NOT assume it's just kids in their parents' basement having some fun.  I had an email account with a lot of very personal stuff in it hacked a couple years ago by some asshat using a server of Petrotel in Poland (who doesn't give a damn about it and wouldn't even answer my emails).  That's as far as my trace went.  They had access to my accounts and personal information (family names, friends, locations, personal stories, etc.) for about 30 hours.  They sent something like 2 or 3 Viagra ads (spam ads).  There is no way that is why they wanted in my account, or they would have sent a lot more than that.  The Viagra emails were just to make it look like that's what they wanted.  This stuff is serious.  I know two people who've had their identity stolen and it's hell getting that stuff cleared.  It will take years if you EVER get rid of everything someone does when they steal your identity.  I guess the best advice I can give at this point is if you think a device you have is compromised - NUKE IT.   DOD wipe it and completely reinstall it (and don't discount that the invaders have gotten to the BIOS and other firmware in the machine, so if the machine shows any odd behaviour after being wiped and reinstalled- destroy it).  That will just keep them off your device here and now. It won't do a thing for whatever they've done to you at all the places you use online.
Don't answer numbers you don't know.  Don't call back numbers you don't know.  Don't download anything. Don't assume because an app is in Google Play or Amazon store it's safe.  I had ES File Explorer on my machines and when I installed a firewall I discovered it connects to a server in China several times a day. It also maintains a detailed log of everything you do, including copies of your documents and pictures.  You cannot turn the log off as far as I can tell.  Uninstalled.
