Call from 570-638-1034 on Thursday 6/22/17 at 11:40 AM.  CID "Out of Area".  Did not answer, voicemail left stating that they have been monitoring my excellent payment history and I can lower the interest rates on ALL my credit cards.  Obvious phishing scam to get credit card numbers.  Each credit card company would establish/negotiate their own interest rates.  One company/entity cannot lower rates on every card!  BLOCKED.  By the way, this is the 26th call received with the last 4 digits of the phone number being 1034, in about 2 months.  Very suspicious.
