It's a debt collector - or someone claiming to be - "vanity number" (disposable/fake number). They realize most people screen calls from strange numbers, so they pay for an insta number from one of those voip carriers and hope you answer the call. If they were smart, they would stop wasting time with cheesy tricks and send an offer to delete in the mail.
