My cell phone rang twiced then stopped.   My cell phone rang and rang, caller did not leave a message/voice mail.  Another scam/spam/solicitation/robo call!  Their numbers are masked to show the same area code and even the same prefix of your area to entice you to call back  The government, both federal and state, just do not care to enforce their DO NOT CALL registry program.
