Call from Carnival Cruise lines.  When they start off the "Congratulations you have won...." I hang up.

I don't  know who this is. no one is there when I answer. They call our office at least 2 times a day

Call blockers are made to help with that kind of problem. Most phones now have built-in options to block a call and so do phone carriers.
