Just called my cell phone at 1121AM today. I didn't answer. No message. Caller ID said Oklahoma. I will file a complaint with the FTC Do Not call web site, based on the other posts saying this is a spoofed number for phony security systems.
Some of the scammers use robodialers that dial numbers at random. Others buy databases with numbers called by other telemarketers. Most of the time, the telemarketer/scammer has no idea who you are when you answer the phone. Many of the databases do have names on them, but most are out of date. When I get the call from the "Microsoft Windows" scammer, they always call me "Mr Coleman," who apparently had my AT&T phone number before I got it 3 years ago. That's how old some of these calling lists are.
