A drone Phone Scammer. Dials to see if number is answered by a voice, then hangs up. They then sell number to many other telemarketers who pester you to death.  One way I've slowed these dredges of life is by turning on a fax machine. Let's help this dredge of life to a hefty fine and prison time.

Did not recognize the number so I didn't answer and they did not leave a message.

Definitely a call centre, could here the noise in the background.

No idea. Heard talking in background "...How long do you ..."  "...okay, there's a one time charge..."
