If you don't recognize the # and they don't leave a message why do you call back?  I have never understood why people do this?

Called on my elderly parent's cell phone and left no message. Thanks to everyone for reporting it's a scam call. Sadly there is no way to block a number on my parent's "cheap" phone and plan, but would if we could.
