This is a new number to me.  I do not answer or call back unknown numbers.  The time of day I was called and not leaving a message suggest this number is suspicious and likely associated with robo calls, scammers, etc.
Checking on the Web, only one other phone # tracking web site had any info at all, and the info was poor, but suggested that first complaints associated with this # started in late July of 2014.  That web site also suggested: Bill Collector and Out-going calls from 3 different State Prisons.  This could be a new spoofed number for Rachel and her friends.  Prison/prisoner scams are not unknown, but in my experience not all that common.
