This is a robo-caller. If you are screening your calls you'll hear the disembodied voice say: "Hello?...(pause)...I still can't hear you..." . After a few seconds, when their machine realizes it's talking to another machine, it disconnects. I have no idea what they wanted. One more annoyance. (Reg App is most likely meaningless.)
