My phone service enables me to block a dozen or more numbers. So along with my caller ID I made a list of unwanted callers and blocked the most frequent. (Quest phone plus service)
The plus option doesn't cost too much extra and there are other options such as unlisting my number or even dropping the landline and using only a cell. The cell does get a few unwanted calls but far less than if you have a listed number.
Yes, they can legally call but you can legally and painlessly block their calls. Your landline carrier should have the procedure to do this as well as your cell carrier. Century Link and Verizon do and it only take a few minutes. Don't beech, block 'em!

Reported to DONOTCALL.GOV - I don't answer to unwanted annoying phone calls & must be stopped.
