This is a number certain criminal organizations (criminal) are using when they use a fake Verizon base station (probably OpenLTE with a USRP or BladeRF, or some sort of modified commercial version of this - there is one known as the Interceptor and IMSI catchers use the same technology basically)... I know this because I have experienced it and the fake Verizon LTE base station is located inside a house in my neighborhood. All Verizon customers around these fake towers will be affected, try using the special dial code *3001#12345#* on an iPhone if your number is coming up wrong...
Personally only my ANI (billing data - Automatic Number Identification) not CID (caller ID) is effective. If your phone is Verizon please call MCI's automatic ANI read back system at 800-444-4444. It will read the ANI back (it's an ANAC, automated number annoucement center) and being an 800 number, receives your ANI because 800 calls are paid for by the receiving/called party...
