There are no grants/loans. This is a common scam. Most of the time people in difficult financial circumstances fall for the scam sorry to say. I'd make a police report. Not much police can do directly, but they can inform the community and have access to the media.
At least go to the police and make a claim of fraud. Go to media too. Go back to whoever sold you the financial instruments you used to pay the scammers and make a report. I think the scammers are starting to hit certain communities in the US.
