They always call while I'm at work so I can't answer - and they never leave a message.

Do you have Verizon?  They are looking for payment on your cell bill.

Called me at work.  I answered and they hung up.

They call at the strangest times. Got a call one time at 8 in the morning. Then they called the same day at 5 pm. Next day, they called at 11 am. Then again at 6 pm. And then, once, they called me at 2 am. I never answer, they never leave a message, their number has now been blocked on my phone. They can't contact me unless they use a different number.
