3 to 4 rings.. either spoofed, spam, or telemarketer using an artist's name for caller ID

telemarketer call about GIVING information about solar panels, not to seller them to me.....yeah right, take me off your list!!

When the person said  "Hello" (I could hear other telemarketers in the background) I asked if she was aware that I was on the Federal Do Not Call List.  She hung up.

Spoke such broken English I told her couldn't understand her, and take my number off what ever list she has

I didn't answer but caller ID showed the name Li Hongbo, who is an artist from China. Definitely a spoofed number!
